Employee Benefits Advisors (EBA), which provides benefits administration outsourcing services for small- to medium-sized companies, will be available. The Morgantown, Pennsylvania-based office opened its doors to the public.

The trend today for many employers is to outsource any function within their business that is not directly related to the generation of income. Human Resources Administration is therefore one function that should be looked at first, since it does not directly contribute to the generation of income.

Outsourcing can be a proactive way to increase productivity and reduce costs. Employee Benefits Administrators’ goal is to provide high quality benefits administration and customer service, allowing its clients to focus on their core competencies and other strategic initiatives.

EBA will initially target clients with ten to 500 employees when it opens. Clients can choose from four levels that are tailored to meet their needs.

  • COBRA (Consolidated OmniBus Reconciliation Act), and HIPAA Administration (Health Insurance Portability and Accountability Act).
  • Administration of flexible spending accounts
  • Basic Benefits Administration – Includes a call center and for health and welfare programs
  • A level that combines the three previous levels.

EBA will promote its services to business associates and insurance brokers. EBA plans to be certified in Pennsylvania as a WBE, Women’s Business Enterprise, in order to conduct business at the State, Federal and Local levels.

Employee Benefits Administrators was established as an LLC (Limited Liability Company). Cindy Wells and Diane Davis share equal ownership (principals) of the business. Together, they have more than 25 years’ experience in employee relations, corporate benefits administration, legal compliance, communications, legal compliance, customer service, and have a track record of outstanding customer service. Their combined experience with dealing with employees as well as managers gives them an edge.

This business plan can be used to project all financial statements over three years as well as to seek initial funding. This will pay for both the initial start-up and operating costs for the first year. Employee Benefits Administrators projects substantial revenue by the end of year one, and phenomenal by the end of year two.

1.1 Objectives

Over the next three years, EBA hopes to achieve:

  • Significant first-year revenue, with remarkable growth in the second year
  • For COBRA services, one client per month is new. One client per quarter for all-inclusive and basic services.
  • Three staff members at the start of Year 2 and seven at the end of Year 3.
  • By the end of Year 3, to evolve from providing strictly benefits administration to offering payroll services and/or any other HR services in which clients have expressed an interest in outsourcing
